Consumers Experiencing Company Data Breaches
According to MEF’s 11th Annual Consumer Survey, global data breaches have been rising from 2021 to 2025. The average breach rate doubled — from 6% in 2021 to 13% by 2023 — driven by post-pandemic digital transformation, rapid cloud adoption, and remote work vulnerabilities. Since 2024, rates have stabilized around 12%, suggesting that while cyber threats persist, organizations are getting better at detecting, reporting, and managing breaches.
