Spoofing, including Caller ID spoofing, is a major threat to the European Union’s digital infrastructure and citizen security. These attacks lead to financial fraud and social engineering scams, causing significant economic and societal damage. The Anti-Spoofing Initiative, led by Europol’s European Cybercrime Centre (EC3), aims to combat this by focusing on three key areas: harmonizing technical standards, fostering cross-border collaboration, and encouraging regulatory convergence. As part of this effort, the initiative involves several key actions, such as surveying existing anti-spoofing tools, developing a framework for harmonized standards, initiating pilot projects for cross-border traceback, and engaging with key stakeholders.

Fraudsters are no longer confined to a single communication channel. Today, they orchestrate complex attacks that move seamlessly across SMS, voice, OTT messaging apps, and RCS. This convergence is often called “multimode fraud” or “omnichannel fraud.” By combining multiple touchpoints—such as following an SMS phishing attempt with a fraudulent call—attackers bypass traditional security defenses, exploit user trust, and increase the likelihood of success.
 
This follows the omnichannel and CPaaS approach to business communications: as consumers interact with brands over multiple channels, so do fraudsters follow. To prevent fraud, a coordinated approach of telcos, CPaaS providers and enterprises working together is needed for successful mitigation.
