In the five years since its launch, MEF’s LatAm chapter has become a leading voice for the mobile content and commerce industry in the region. In 2010, it launched the Unified Code of Conduct for mobile content subscription services and advertising in Brazil which has been endorsed by all four of the major network carriers and the regulator Anatel. 49 members signed up to the code at launch and the code continues to evolve to support the development of the local market including looking at issues of anti-piracy, SMS brokering and consumer trust.
Headquartered in São Paulo its annual event takes place in May, MEF Connects Televiva Movel. In 2015, MEF LATAM has an increasing focusing on helping it’s members connect to the start-up communities in different markets across Latin America and has local initiatives for both Mobile Mobile Money and Consumer Trust.
Gabriela Fernandes – MEF LatAm General Manager
Gabriela joined MEF in September 2015 as the General Manager of the LatAm Chapter.
Prior to MEF Gabriela worked at Paymentwall Inc (Silicon Valley Mobile Payments Company) as the LATAM Business Development Manager and previously at Japanese eCommerce giant Rakuten as the Mobile Marketing Manager. Therefore she has great marketing experience in mobile and eCommerce as well as a unique enthusiasm in developing and managing new projects.

Rafael Pellon – FAS Advogados
Rafael is a lawyer with 15 years of experience in the technology, internet, media and entertainment industries in Brazil and LATAM, having co-founded FAS Attorneys at Law, where he’s a partner.
He worked actively on the creation of the MEF LATAM Chapter in 2010 and serving as Policies & Initiatives Director and later General Manager until 2014, where he helped drive the growth of the Chapter and oversaw the creation of MEF LATAM’s Code of Conduct for Value Added Services.
Yuri Fiaschi – Infobip
Yuri Fiaschi is in charge of Infobip in Brazil. Infobip is a giant in the mobile area, connecting more than 800 operators in more than 190 countries operating in several areas such as VAS, USSD, A2P, Messaging and Micro-Payment.
Yuri has over 17 years’ experience in sales, business development and project management in companies such as IBM and Spring Mobile Solutions.
Yuri holds a degree of business administration and specialization for people management and sales management from Harvard.
Yuri was the decisive agent for the creation of the first m-health service in Brazil with some Carriers.
Julio Barrientos – Microsoft
Senior Program Manager, Payments, Universal Windows Store
Julio Barrientos is currently Senior Program Manager in Microsoft in the Payment Operations Department. Born in Spain, Julio has more than 10 years’ experience in LATAM after living in Chile, Colombia and now in Florida. Julio began his career in Telecommunications 18 years ago working for Value Added Services in Nokia Networks and Nokia Mobile Phones.
Julio was involved in the deployment of mobile carrier infrastructure from the early days of mobile data and also involved in the Smartphone introduction in LATAM as Senior Product Manager.
Currently Julio is leading all Operator Billing efforts for LATAM and also engaging with other alternate payment systems. Also Julio is currently taking an active role in Debit and Credit Card Bank engagement in Latam.
Warren Platt – Mobile Life

Warren is an industry veteran with over 20 + years` experience within the mobile industry with a focus in VAS and Mobile Entertainment for well over a decade.
As a pioneer within the Mobile Entertainment arena he participated in its growth from its early evolution by establishing services with mobile operators in over 20 countries on 5 continents. He has also developed and managed relationships with major media companies and brands and developed one of the world`s largest direct to consumer music and media portals.
A native of the UK residing in USA and having worked across Latin America for 15 years has given him a unique perspective on the market and a strong position to bring global ideas and concepts into the region with the ability to deliver them locally.
That ethos and his passion for Latin America and emerging markets is the foundation behind Mobile Life a leading Latin American Aggregator focused on bringing successful international service providers into the region. Mobile Life is also active in the Middle East and Indian markets.
Ricardo Souza – Movile

Ricardo Souza is Business Director at Movile, where he is responsible for all the operations in Latin America. Movile is the industry leader in the development of mobile content and commerce platforms in Latin America. Applications, Messaging Solutions, MicroPayments and VAS are Movile´s main expertise.
Souza has over 10 years of experience in Mobile Marketing, business intelligence, marketing support, research and development of new businesses, and partnerships settlements.
Before becoming Business Director, Souza collaborated in the VAS marketing as product manager, distributing and monetizing high-end products and doing great deals with big partners around the world. He is passionate about people and his work, focused on delivering results, and is always moved by an innovative mindset.
Roberto Guenzburger – Oi

Roberto has led consumer marketing for telecom operators for more than 18 years and has been one of the leading voices in the segment in Brazil. As marketing director of América Móvil Brazil he led the team responsible for the creation and deployment of the Claro Brand in 2004, as well as the first launch of UMTS portfolio of products in Brazil, in 2008. At Oi since 2008, he was responsible for launching innovative products and services using UMTS and LTE network and is responsible for the mobility and content strategy within the consumer segment.
Since 1999 he has been deeply involved in the content and value added industry, launching new products and services with different content partners and different technologies. Since 2013 Roberto has also been professor of mobile marketing at the leading MBA institution in Brazil (FGV).
Fernando Luciano – Telefonica Vivo

Fernando is responsible for managing the portfolio of Digital Services and Innovation for Telefonica Vivo B2C in Brazil. He is exploiting market opportunities to develop new services, create new revenue streams and ensure the innovation attribute with Vivo customers. Fernando leads an area that generates more than 2.5 billion reais year through 10 large business lines such as Entertainment, Security, Utilities, Interactivity Cross Carrier, Advertising, Education, Financial Services, Insurances, E-health and Personal iOT.

Brian Mobile is Vice President of Global Connectivity at Twilio where he builds partnerships with the global telecommunications networks for voice, messaging, and data. Prior to Twilio Brian was Vice President of Business Development at Clear Wire and Director of Business Development at Amp’d Mobile. Like Twilio, both companies were innovators in mobile serving consumers with wireless broadband and alternative cellular service.
At Twilio Brian continues his passion for innovation. This time his focus is on expanding access to communication services for application developers. These communication services are exposed to developers through Twilio’s cloud-based API set unlocking access to voice, SMS, IP Messaging, and video for startups, system integrators, and enterprise customers. Twilio is not your typical communications company. Our focus on the developer is unique. The result is economic growth for our telecom partners in core voice and messaging and an expanding ecosystem around IP messaging and video.
